Description

The project, cofounded by the EU Delegation in Albania aims to increase the capacities of local ECSOs and LAGs in improving environmental protection and biodiversity conservation actions in Vlora Bay, from the protected landscape of Vjosa-Narta to the Karaburun-Sazan National Marine Park. To achieve this objective, the intervention logic of the project is based on three Activity Work Packages.

Work Package 1: Development of local CSOs’ and LAGs’ capacities in advocating, monitoring biodiversity, fighting environmental degradation and reporting environmental crimes.

Work Package 2: Implementation of joint concrete actions that improve the protection levels of environment and biodiversity in Vjosa-Narta Protected Landscape and Karaburun-Sazan National Marine Park.

Work Package 3: Increase awareness of the legal and behavioural changes needed to meet EU standards to protect the environment and its biodiversity, to fight environmental crimes and to adopt climate change adaptation and mitigation measures within target Protected Areas.

Tasks

Under the direct supervision of the Country Programme Manager (and PM) and of the Country Administrator:

  • Coordinate APN2000 project activities, ensuring proper implementation of CELIM activities and a methodological and operational supervision of implementing partners; 
  • Internal monitoring and data collection to measure the qualitative and quantitative implementation progress of the project;
  • Financial planning, budget management, PRAG procurement management;
  • Implementation and administrative compliance of a Sub-grant scheme for local CSOs to EU reporting regulation;
  • Support to the financial reporting;
  • Ensure the visibility of activities through communication actions and in compliance with the guidelines provided;
  • Manage relations with partners and with relevant local institutional stakeholders;
  • Identification of new project opportunities (participation in conducting feasibility studies, expanding the network of local and international partners, proposing new ideas) and therefore actively contributing to CELIM’s country strategy for the years to come.

 

Requirements

  • Bachelor’s degree in Business Administration, Economics, Political Science, or related fields.
  • At least a proved three-years experience in similar positions, in the environmental sector and management of Sub-grant for the capacity improvement of local CSOs;
  • Previous experience in projects co-funded by EUD or other international donors is a plus;
  • Previous experience in management of EU PRAG procurements is an asset;
  • Albanian mother tongue. Fluent knowledge of spoken and written English Language, the knowledge of Italian Language is a plus;
  • Solid knowledge of project writing main methodologies, like Project Cycle Management (PCM) and Theory of Change (ToC); knowledge of the Result Based Management (RBM) approach;
  • Previous experience in reporting to international donors, including narrative and financial reporting;
  • Previous experience in MEAL is an asset;
  • Excellent IT skills (MS Office and reporting tools);
  • Strong organisational skills, flexibility, adaptability; 
  • Problem-solving skills;
  • Good ability to manage institutional relations.
